{"id":28139,"date":"2019-10-22T16:15:08","date_gmt":"2019-10-22T14:15:08","guid":{"rendered":"https:\/\/atena.sk\/blog\/mobilnost-radne-snage-u-2020\/"},"modified":"2023-01-13T10:55:53","modified_gmt":"2023-01-13T09:55:53","slug":"mobilnost-radne-snage-u-2020","status":"publish","type":"post","link":"https:\/\/atena.sk\/blog\/hr\/mobilnost-radne-snage-u-2020\/","title":{"rendered":"Mobilnost radne snage u 2020"},"content":{"rendered":"\n<p>Mobilnost radne snage jedan je od temeljnih izvora strukturne nezaposlenosti koja mo\u017ee signalizirati visok broj slobodnih radnih mjesta u vrijeme kada postoji veliki broj nezaposlenih radnika. Me\u0111utim, visoka stopa nezaposlenosti op\u0107enito mo\u017ee imati negativan u\u010dinak na mobilnost radne snage jer ljudi postaju sve zabrinutiji i nesigurniji oko pronalaska novog posla ili zadr\u017eavanja postoje\u0107eg posla. <\/p>\n\n<!--more-->\n\n<p>Demografske prognoze pokazuju da bi, po\u010dev\u0161i od 2020. godine, u sljede\u0107em desetlje\u0107u s tr\u017ei\u0161ta rada trebalo napustiti gotovo 10 milijuna radnika. \u010cak do 86% poslodavaca trenutno tvrdi da ima problema s popunjavanjem slobodnih radnih mjesta. Stopa zaposlenosti u velikoj mjeri ovisi o raspolo\u017eivosti radne snage koja omogu\u0107uje uspje\u0161no dugoro\u010dno zapo\u0161ljavanje na tr\u017ei\u0161tu rada. Poslodavci stoga od zaposlenika o\u010dekuju sve vi\u0161e te preferiraju fleksibilnost i spremnost na u\u010denje nego usku specijalizaciju. <\/p>\n\n<h2 class=\"wp-block-heading\">Tvrtke se prilago\u0111avaju situaciji na tr\u017ei\u0161tu rada<\/h2>\n\n<p>Nedostatak kvalificirane radne snage po\u010dinje predstavljati prijetnju daljnjem rastu poslovanja. Jedan od ciljeva Nacionalne strategije zapo\u0161ljavanja Slova\u010dke Republike (Europa 2020) je da u idu\u0107oj godini najmanje 40% radno sposobnog stanovni\u0161tva u dobi od 30 do 34 godine treba ste\u0107i visoko obrazovanje. U ovom podru\u010dju nove \u010dlanice EU znatno zaostaju za starim \u010dlanicama. Deset zemalja postiglo je cilj, dok su samo Estonija, Litva i Cipar novi. U Slova\u010dkoj je 2010. 22,1% radne snage steklo visoko obrazovanje, 2016. bilo je 15,1%. Nepovoljna pojava sve ve\u0107eg broja visoko\u0161kolskih ustanova je i njihova kvaliteta. Institucije sve vi\u0161e proizvode diplomante op\u0107eg obrazovanja koji nisu prikladni za popunjavanje slobodnih radnih mjesta koja zahtijevaju stru\u010dno obrazovanje. Odgovornost za osiguranje potrebne naobrazbe i postizanja stru\u010dnih sposobnosti zaposlenika naknadno se prenosi na poslodavce. <\/p>\n\n<blockquote class=\"wp-block-quote\">\n<p>&#8220;Bitno je postaviti sustav obrazovanja na na\u010din da se kontinuirano i dugoro\u010dno stvaraju uvjeti za ponudu kvalificiranih zaposlenika. Ukoliko se interes dr\u017eave ne pretvori u stvarna djela, potencijal konkurentnosti Slova\u010dke Republike \u0107e opasno smanjiti.&#8221;<\/p>\n\n\n\n<p>&#8211; predsjednik Udru\u017eenja autoindustrije<\/p>\n<\/blockquote>\n\n<p>Ostaje pretpostavka da \u0107e se zbog nedostatka zaposlenih poduze\u0107a prilago\u0111avati stanju na tr\u017ei\u0161tu rada. Bit \u0107e spremniji ispuniti specifi\u010dne zahtjeve kako bi dobili dobrog zaposlenika, a istovremeno \u0107e biti spremniji opustiti svoje. Tako\u0111er se pretpostavlja da bi procedura odabira trebala biti jednostavnija. Tako \u0107e tvrtke biti manje stroge u onome \u0161to tra\u017ee od budu\u0107eg zaposlenika. Testirat \u0107e se manje ljudi i stoga \u0107e biti manje selekcijskih krugova. Naravno, to se ne odnosi na sve strane, ali prema anketi, gotovo polovica tvrtki ve\u0107 je po\u010dela preispitivati svoje zahtjeve u pogledu obrazovanja ili iskustva za dano radno mjesto, s tim da nude obuku. <\/p>\n\n<h2 class=\"wp-block-heading\">Mobilnost radne snage tako\u0111er \u0107e utjecati na ekonomske i politi\u010dke aspekte<\/h2>\n\n<p>O\u010dekuje se da \u0107e nedostatak kvalificirane radne snage utjecati na gospodarski rast i prosperitet. Odr\u017eavanje visokokvalificirane radne snage postaje klju\u010dna strate\u0161ka zada\u0107a s ciljem osiguravanja gospodarskog rasta. Kako bi se nastavio odr\u017eavati \u017eivotni standard u Europskoj uniji, potrebno je pove\u0107ati zaposlenost u svim dobnim kategorijama, produktivnost rada, a bit \u0107e potrebno razmi\u0161ljati i o pove\u0107anju radnog vremena. Nu\u017ean uvjet za daljnji razvoj gospodarstva u idu\u0107oj godini je i pove\u0107anje \u017eivotnog standarda stanovni\u0161tva te otvaranje odr\u017eivih radnih mjesta, \u010dime bi se trebale ukloniti prepreke rastu nezaposlenosti. Nastoji se pobolj\u0161ati sudjelovanje manje zastupljenih skupina radnika na tr\u017ei\u0161tu rada.<\/p>\n\n<blockquote class=\"wp-block-quote\">\n<p>&#8220;Glavna konkurentska prednost Slova\u010dke na globalnom tr\u017ei\u0161tu je vrlo niska cijena rada u kombinaciji s visokom dostupno\u0161\u0107u visokokvalificiranih zaposlenika. To \u010dini Slova\u010dku zanimljivom zemljom za investitore iz zapadne Europe.&#8221;<\/p>\n\n\n\n<p>&#8211; voditelj marketinga Manpowera<\/p>\n<\/blockquote>\n\n<p>Niska mobilnost doma\u0107e radne snage, u kombinaciji s nedostatkom kvalificiranih radnika, prisiljava tvrtke da tra\u017ee ljude u inozemstvu. Dolazak stranih studenata jedan je od prvih na\u010dina dovo\u0111enja radne snage u zemlju u okviru regulirane mobilnosti. I zato se broj stranih radnika u posljednjem razdoblju pove\u0107ao za desetke posto, a pove\u0107ava se i broj dugotrajno nezaposlenih doma\u0107ih radnika. U susjednoj \u010ce\u0161koj ve\u0107 je zapo\u010dela digitalizacija industrije. U tom smjeru bit \u0107e va\u017ena potpora znanosti i istra\u017eivanja u tehnologijama koje se brzo razvijaju poput umjetne inteligencije, super mo\u0107nih ra\u010dunala (HPC) ili, primjerice, blockchaina (dinami\u010dke kodirane baze podataka). No, mnoga istra\u017eivanja pokazuju da trenutno me\u0111u ljudima postoje dva glavna straha: strah od gubitka posla i strah da \u0107e nas umjetna inteligencija potpuno \u201cpreuzeti\u201d. Istra\u017eivanje tako\u0111er tvrdi da \u0107e u sljede\u0107ih deset godina umjetna inteligencija zna\u010dajno promijeniti do 70% radnih mjesta u Slova\u010dkoj. <\/p>\n\n<blockquote class=\"wp-block-quote is-style-default\">\n<p>&#8220;Prema podacima Organizacije za ekonomsku suradnju i razvoj, do 65% dana\u0161njih \u0161kolaraca radit \u0107e na radnim mjestima koja jo\u0161 ne postoje ili \u0107e se zna\u010dajno promijeniti. Me\u0111u zemljama smo koje \u0107e biti najvi\u0161e pogo\u0111ene razvojem novih tehnologija .&#8221;<\/p>\n\n\n\n<p>&#8211; izvr\u0161ni direktor Microsofta<\/p>\n<\/blockquote>\n\n<p>Velika je pretpostavka da \u0107e tr\u017ei\u0161te rada nakon 2020. staviti naglasak na inovativnost i personalizaciju proizvoda. Od modela koji se temelji na lojalnosti i korporativnoj pripadnosti internih zaposlenika, prije\u0107i \u0107emo na eksterne timove stru\u010dnjaka s iskustvom potrebnim za pokretanje svojih projekata. Sve vi\u0161e \u0107e se naglasak stavljati na kratkoro\u010dne projekte umjesto dugotrajnog ostanka kod jednog poslodavca. Ljudi \u0107e biti vo\u0111eni \u017eeljom da dobro i kvalitetno rade svoj posao te \u0107e samoorganizacijom mo\u0107i ostvariti zajedni\u010dki cilj. Tako\u0111er postoji opasnost da se suo\u010davamo s prijelazom s tradicionalnog modela upravljanja odozgo prema dolje na suprotni model odozdo prema gore. Dakle, menad\u017eeri ne\u0107e biti stalni dio projekata kao danas, ve\u0107 \u0107e biti prisutni samo u pojedinim fazama projekta. Uspjeh voditelja ocjenjivat \u0107e se prema njihovoj sposobnosti da grade odnose, komuniciraju i u\u010dinkovito rje\u0161avaju probleme unutar timova.
