M\u00e5let er \u00e5 \u00f8ke folks interesse for \u00e5 reise p\u00e5 jobb eller forenkle ansettelsesforholdene for personer fra tredjeland. I endringen foresl\u00e5r de \u00e5 \u00f8ke en rekke kvoter for \u00e5 fremme mobilitet for arbeid, samt innf\u00f8ring av ny flyttegodtgj\u00f8relse.<\/p>\n\n<!--more-->\n\n<h3 class=\"wp-block-heading\">\u00d8k eksisterende innlegg<\/h3>\n\n<p>Pendlingsgodtgj\u00f8relsen vil stige fra \u20ac 135 til \u20ac 200. S\u00e5 langt har bidraget til \u00e5 st\u00f8tte mobilitet for arbeid v\u00e6rt maksimalt \u20ac 250 &#8211; nylig vil det v\u00e6re maksimalt \u20ac 400 for en person og \u20ac 600 for et ektepar. I tillegg til endringen i mengden bidrag, endres tilstanden ang\u00e5ende avstand &#8211; den reduseres fra 70 km til 50 km. Definisjonen av transportm\u00e5ten til arbeid vil ogs\u00e5 gjennomg\u00e5 en betydelig endring &#8211; til n\u00e5 kunne bidrag bare brukes til transport med offentlig transport. I henhold til den nye loven vil bidrag v\u00e6re tilgjengelig uavhengig av transportm\u00e5te.<\/p>\n\n<h3 class=\"wp-block-heading\">Ny jobbflyttingsgodtgj\u00f8relse<\/h3>\n\n<p>Lovendringen innf\u00f8rer en helt ny godtgj\u00f8relse for flytting til arbeid. Maksimumsbel\u00f8pet vil v\u00e6re 4000 \u20ac, n\u00e5r det gjelder et ektepar 6000 \u20ac. Forutsetningen for \u00e5 gi den nye godtgj\u00f8relsen vil v\u00e6re at benefisientene m\u00e5 bevise kostnadene som p\u00e5l\u00f8per.<\/p>\n\n<h3 class=\"wp-block-heading\">Ansatte fra tredjeland<\/h3>\n\n<p>Lovendringen vil ogs\u00e5 forenkle vilk\u00e5rene for \u00e5 ansette personer fra tredjeland. De tok dette skrittet p\u00e5 grunn av mangel p\u00e5 fagl\u00e6rt arbeidskraft. De nye vilk\u00e5rene vil bare gjelde for distrikter med arbeidsledighet under 5% og vil bare kunne anvende dem p\u00e5 selskaper som ikke har brutt forbudet mot ulovlig ansettelse de siste to \u00e5rene.<\/p>\n\n<p>P\u00e5 trepartsniv\u00e5 vil Kommisjonen etablere en liste over arbeidsplasser der det er vedvarende mangel p\u00e5 mennesker. \u00ab For \u00e5 fremskynde prosessen med \u00e5 utstede enhetlige tillatelser generelt, foresl\u00e5s det \u00e5 redusere perioden for rapportering av ledige stillinger for \u00e5 vurdere situasjonen p\u00e5 arbeidsmarkedet fra 30 til 20 kalenderdager,\u00bb forklarte Petr\u00e1k fra Smer-SD. If\u00f8lge endringen skal ogs\u00e5 ansatte fra tredjeland f\u00e5 egnet overnatting.<\/p>\n\n<p>Lovendringen vil ogs\u00e5 skape et quorum for beregning av andel arbeidstakere fra tredjeland. \u00abQuorumet best\u00e5r utelukkende av interne arbeidstakere som arbeider minst deltid, slik at arbeidsgiveren ikke kunstig kan \u00f8ke quorumet, for eksempel ved \u00e5 midlertidig tildelte arbeidstakere eller ansatte formelt ansatt i en time per m\u00e5ned, eller av ansatte p\u00e5 avtaler om arbeid utf\u00f8rt utenfor arbeidsforholdet\u00bb, heter det i forslaget. Dette betyr at hvis en arbeidsgiver sysselsetter mer enn 30% av det totale antall ansatte og er interessert i \u00e5 ansette andre, vil det ikke kunne bruke den foresl\u00e5tte forenklede prosedyren (selv om de er jobber med mangel p\u00e5 arbeidskraft).
