Arbetsgivaren kan f\u00f6rhandla om villkoren med varje enskild anst\u00e4lld om han eller hon inte offentligg\u00f6r l\u00f6neinformationen. D\u00e4rf\u00f6r \u00e4r m\u00e5nga m\u00e4nniskor villiga att n\u00f6ja sig med en <strong>l\u00e4gre l\u00f6n<\/strong> p\u00e5 grund av flera faktorer. Orsakerna kan vara underskattning, d\u00e5lig f\u00f6rhandlingsf\u00f6rm\u00e5ga eller bristande kunskap om genomsnittsl\u00f6nen inom ett visst omr\u00e5de. Dessa faktorer b\u00f6r dock inte beaktas. Det \u00e4r d\u00e4rf\u00f6r som Europeiska unionen f\u00f6rs\u00f6ker l\u00f6sa detta problem.  <\/p>\n\n<!--more-->\n\n<h2 class=\"wp-block-heading\">Hur tar EU konkret itu med detta problem?<\/h2>\n\n<p>De nya reglerna i EU:s \u00f6ppenhetsdirektiv f\u00f6reslogs f\u00f6rst i mars 2021. Efter det senaste godk\u00e4nnandet tar de upp tv\u00e5 huvudfr\u00e5gor &#8211; l\u00f6neklyftan mellan k\u00f6nen och den allm\u00e4nna \u00f6ppenheten. Kvinnor har i genomsnitt <strong>13 procent l\u00e4gre<\/strong> l\u00f6n i EU. Skillnaden varierar fr\u00e5n 0,7 % i Luxemburg till 22,3 % i Lettland. L\u00f6sningen var en obligatorisk l\u00f6nerapport fr\u00e5n alla arbetsgivare med mer \u00e4n 100 anst\u00e4llda. Om kvinnor f\u00e5r minst 5 % l\u00e4gre l\u00f6n f\u00f6r samma arbete och det inte finns n\u00e5got objektivt sk\u00e4l till detta, \u00e4r arbetsgivaren skyldig att <strong>gottg\u00f6ra <\/strong>och <strong>kompensera f\u00f6r <\/strong>den underbetalda l\u00f6nen.  <\/p>\n\n<h2 class=\"wp-block-heading\">L\u00f6netransparens f\u00f6r arbetss\u00f6kande<\/h2>\n\n<p>Enligt f\u00f6rslaget till f\u00f6rordning om l\u00f6netransparens f\u00f6r arbetss\u00f6kande ska arbetsgivarna ge <strong>tydlig information<\/strong> om ing\u00e5ngsl\u00f6nen i platsannonsen eller f\u00f6re anst\u00e4llningsintervjun. Genom att inf\u00f6ra dessa riktlinjer kommer arbetss\u00f6kande fr\u00e5n EU att f\u00e5 tillg\u00e5ng till den information de beh\u00f6ver f\u00f6r att kunna fatta beslut om sina karri\u00e4rm\u00f6jligheter, och arbetsgivarna kommer att kunna skapa en mer \u00f6ppen och r\u00e4ttvis rekryteringsprocess. Detta \u00e4r n\u00e5got som i samh\u00e4llet<mark style=\"background-color:rgba(0, 0, 0, 0);color:#200d4f\" class=\"has-inline-color\"> <a href=\"https:\/\/atena.org\" target=\"_blank\" rel=\"noreferrer noopener\">Athena<\/a><\/mark><a href=\"https:\/\/atena.org\"> <\/a>Vi har gjort det i flera \u00e5r eftersom vi inser vikten av \u00f6ppenhet och v\u00e4rdes\u00e4tter v\u00e5ra anst\u00e4llda.<\/p>\n\n<h2 class=\"wp-block-heading\">Arbetstagarnas r\u00e4tt till information<\/h2>\n\n<p>Alla anst\u00e4llda i EU, oavsett f\u00f6retagets storlek, kommer att ha r\u00e4tt att fr\u00e5ga om sin <strong>personliga<\/strong> l\u00f6n och<strong> genomsnittsl\u00f6nen <\/strong>. Detta g\u00e4ller grupper av arbetstagare som \u00e4r uppdelade efter k\u00f6n och som utf\u00f6r samma eller liknande arbete. Denna nya policy g\u00f6r det m\u00f6jligt f\u00f6r anst\u00e4llda att f\u00e5 viktig information om l\u00f6nen. Det s\u00e4kerst\u00e4ller ocks\u00e5 att alla anst\u00e4llda behandlas lika.<\/p>\n\n<h2 class=\"wp-block-heading\">Borde inte l\u00f6ne\u00f6ppenhet vara normen?<\/h2>\n\n<p>\u00c4ven om det i vissa EU-l\u00e4nder \u00e4r vanligt att arbetsgivare anger l\u00f6nen i platsannonser, \u00e4r det inte fallet \u00f6verallt. Om vi till exempel tittar p\u00e5 Nordamerika har Kanada lagar om l\u00f6netransparens i endast<strong> 6 av 13<\/strong> jurisdiktioner. Och det \u00e4r \u00e4nnu v\u00e4rre i USA. Endast <strong>17 av 50<\/strong> stater har lagar om \u00f6ppenhet. Det \u00e4r dock inte alla som kr\u00e4ver att arbetsgivaren ska ge de s\u00f6kande information om l\u00f6neutrymmet. \u00c4ven om situationen \u00e4r mycket \u00f6ppnare i EU finns det fortfarande l\u00e4nder som inte \u00e5l\u00e4gger arbetsgivarna att avsl\u00f6ja l\u00f6nevillkoren f\u00f6re anst\u00e4llningsintervjuer. D\u00e4rf\u00f6r kommer \u00e4ndringarna i direktivet s\u00e4kerligen att ha en positiv inverkan p\u00e5 arbetstagare i hela EU.  <\/p>\n\n<h2 class=\"wp-block-heading\">Hur ser vi p\u00e5 \u00e4ndringarna i EU:s \u00f6ppenhetsdirektiv?<\/h2>\n\n<p><strong>\u00d6ppenhet, r\u00e4ttvisa och lika m\u00f6jligheter<\/strong> \u00e4r de h\u00f6rnstenar som samh\u00e4llet bygger p\u00e5. <a href=\"https:\/\/atena.org\" target=\"_blank\" rel=\"noreferrer noopener\">\n  <mark style=\"background-color:rgba(0, 0, 0, 0);color:#200d4f\" class=\"has-inline-color\">Atena<\/mark>\n<\/a>. Varken regeringen eller EU beh\u00f6vde tvinga oss att l\u00e4mna ut l\u00f6neuppgifter vid varje anst\u00e4llningstillf\u00e4lle. Det har vi alltid gjort. <strong>Det har aldrig funnits och kommer aldrig att<\/strong> finnas l\u00f6neskillnader i v\u00e5rt samh\u00e4lle p\u00e5 grund av k\u00f6n, nationalitet eller n\u00e5gon annan subjektiv faktor.
